Regular Human Capacity Building Programme A Tool for Quality Teachers’ Productivity in Public Secondary Schools in Bayelsa State

This study examined the type of human capacity building programmes available for teachers, how often teachers’ developmental programmes are organized and teachers’ perceived benefits of self capacity development programmes. A descriptive research design was adopted with a total of 110 teachers from government owned secondary schools in Kolokuma Opokuma Local Government Area of Bayelsa State made up sample size. Three research questions and three hypotheses guided the study. The instrument used for data collection was 21 item structured close ended questions tagged “Questionnaire on Human Capacity Building Programmes for Quality Teachers Productivity QHCBPQTP developed using the modified Likert scale format. Cronbach Alpha technique yielded an internal consistency of 0.92 for the instrument. Mean and standard deviation were used to analyze the research questions while z test was used to test the null hypotheses at 0.05 level of significance. The findings concluded that all teachers of government owned public secondary schools in Kolokuma Opokuma Local Government Area of Bayelsa State do not go through capacity building programmes for training and retraining via workshops, seminars etc to update their knowledge as they become obsolete using outdated methods of teaching and classroom management. The findings also revealed that teachers who go through self capacity development programmes are not recognized thereby discouraging other teachers for developing themselves. It was therefore recommended that the government should regularly organize, workshops, seminars, conferences for teachers to update teachers’ knowledge in human capacity professional building development programmes to enhance quality productivity.

The Decentralization of the Administration of Basic Education to Councils and its Effectiveness on Educational Supply

“The decentralization of the administration of basic education to councils and its effectiveness on educational supply” is a paper which investigated how effective basic education in Cameroon, particularly public primary schools were supplied with the requisite infrastructures, didactic materials, support staff Cameroon, 2010b and finances by councils due to the devolved autonomy in decision making by the central government in the decentralization process Cameroon, 2004b . The decentralization of the supply of these resources to councils was because the central government believed that it will be the right means to end their acute shortage or lack the above mentioned resources in our basic education system since the local population elect their councillors. The study intended to examine the extent to which councils’ autonomy in decision making on their educational tasks affects educational supply in primary schools. The research implored a quantitative survey research design with simple random sampling techniques where questionnaires and interviews were administered to six mayors in Fako division of the SWR of Cameroon and fifty copies of the head teachers’ questionnaire were randomly administered to fifty head teachers. The data collected were analyzed using descriptive and inferential statistical tools such as measures of central tendencies and variability, and probability sampling tests such as the chi square and Pearson product moment correlation coefficient. Findings of this study revealed that councils had very little autonomy in decision making which was ineffective in the provision of support staff and finances to primary schools and there was a very little effect on the provision of infrastructures and a moderately positive effect on the provision of instructional materials. In conclusion, the decentralization of the provision of infrastructures, instructional materials, and support staff to councils as stipulated by some legal instruments Cameroon, 2004a 2004b 2010b has been very ineffective as we still find schools with poor or lack of infrastructures, instructional materials and support stuff, a situation which decentralization was meant to remedy. Only the provision of didactic materials and a few infrastructures have been deconcentrated to councils and financed by the Common Decentralization Fund CDF . It is therefore recommended to the central government to effectively decentralize the provision of these resources to councils, which are closer to the local communities. Councils should employ educationists and train them to manage educational affairs, especially the provision of these resources in schools. Head teachers should collaborate with councilors and teachers to supervise the utilization of the provided resources.

Towards an Effective University E Learning

Due to COVID 19 pandemic, suddenly, most of human activities were suspended all over the world. Commerce, industry and production, education, aviation, sports, tourism and entertainments and other activities stopped. Year 2020 will be a turning point. Future Image blurred. Nothing will go as it is. A big change will occur. Education, especially in higher institutions tried to find substitutes to overcome suspension due to COVID 19 pandemic problem. Although some of them success to use e learning and complete academic year, but unfortunately the majority failed. This is so, because they were not ready for such situation. The objective of this work is to discuss e learning as an effective supportive university learning tool and that it can be successfully used to continue learning during any un expected reasons that hampers educational process. Pave a road for smooth turning to e learning process in university institutes. The work concluded with that e learning provides a powerful mean that it can be applied gradually to university education to face challenges now facing universities. Instructors and learners are ready to deal and cope with e learning. Multiplicity of e learning characteristics make it more convenient, flexible and satisfies all stake holders. E learning proved effectiveness in different fields and successfully supporting student and it had a positive impact.
